Meet Your Instructor

I am Victoria Francis! With over 20 years of officiating experience, including 10 at the Division I level and 15 years in education, I bring a unique blend of teaching and on-court expertise. As the founder of SHE Basketball Officiating and the creator of RefiQ, I’m committed to helping officials grow through structured instruction and skill-specific practice. RefiQ combines my love of basketball and education to build confident, competent officials at every level.
